How to cut
Place a pant trouser on a pattern paper, get the waist, hips, flap, trouser length.
Once you have marked it out and traced it with dotted lines, take a ruler and expand the bottom part of the leg. Depending on how wide you want it or how free, the extension from the bottom should start from the knee part or from the hips.

To trace the back turn the pant trouser to the back trace the measurements above and don't forget to add seam allowance.
Trace on fabric (fold fabric into two) and cut.

For the closure if you are using elastic or a zip cut a 5" of fabric long enough to go round your waist.
To sew
You should have 4 sides of the palazzo, two for the front and two for the back.
Sew one front and a back together (right side facing) at both sides except the trouser flap. Do the same for the other leg.
To join the flap put one leg in the other leg and make sure the front and back are on the same place, right side facing and sew the flap (if you are adding a zipper stop half way at the front flap, if you are using elastic sew the flaps totally)
To add the band place the right side of the band on the wrong side of the trouser sew round the fix the zip in front, Leaving two and half inches upwards of the band. Once you have sewn the zip, close the band at the front of the trouser folding the raw edge of the band inwards by half inch.

For elastic measure it around your waist (not too tight or too lose) mark it, take the band fold into two sew the sides and the raw edge, leaving an inch of space to pass the elastic band. Once you are done take the band and see it around the waist of the trouser.
Sew the raw edge of the bottom part of the trouser and you are done.
